The primary purpose of this study was to evaluate the Foundations Independent Living Trust (FILT) Warm at Home (WAH) Programme in terms of the impacts on health and wellbeing of households in receipt of the Programme as seen from both the perspective of Home Improvement Agencies delivering the Programme and beneficiaries. The evaluation also considered the FILT, HIA and national body of HIAs model for delivery of home-based interventions as a vehicle to combat the impact on health of poorly heated homes occupied by vulnerable householders. To do this it is important to understand which interventions (systems, processes and interventions) have worked well for whom and why.
